Public entities were mandated to accept e-invoices in 2017, while the mandate for government suppliers began in 2019. Processing e-invoices in Estonia is decentralised and governmental authorities receive e-invoices individually and not via a central platform. Here’s what the regulations entail:
Send and Receive E-Invoices in Estonia
Receiving and processing e-invoicing is mandatory for all central, regional, and local government authorities, while submitting e-invoices is mandatory for B2G transactions. From January 2025, all businesses and public registered as e-invoice receivers will be able to require suppliers to submit a machine readable e-invoice.
Invoicing Formats
In Estonia, National XML-based Standard is EVS 923: 2014 while other acceptable formats include UBL, UN/CEFACT CII.
Electronic Reporting
Estonia now requires mandatory reporting of VAT transactional data either monthly or quarterly. This information must be reported on a transaction-by-transaction basis. This data can be submitted in one of three ways:
– By entering data manually or uploading files in the XML or CVS format on the tax authority portal
– Via X-Road (an information exchange platform used by the Estonian government)
– On paper (however this is not encouraged).
Invoice Archiving
The archiving period amounts to 5 years for goods and services, and 10 years for real-estate related invoices.
